Financial Economist Fellows - Division of Economic and Risk Analysis

The U.S. Securities and Exchange Commission in Washington, DC is seeking multiple financial economist fellows for the Division of Economic and Risk Analysis (DERA). Candidates should have expertise in applied microeconomics fields such as finance, industrial organization, labor, and public policy. We seek individuals with a track record of creative thinking, strong empirical research abilities, and excellent communication skills. Interest in finance, securities markets and public policy is essential given our mission. In all roles, candidates must demonstrate their ability to apply their knowledge of economics and econometrics in support of the SEC's mission to protect investors, facilitate capital formation, and ensure fair and orderly markets. We seek applicants for financial economist fellow positions, in the following DERA offices:
1. Office of Asset Management: Provides economic analysis related to the regulation of investment advisers, investment companies, hedge funds, and other institutional investors.
2. Office of Corporate Finance: Provides economic analysis related to the regulation of issuers of securities.
3. Office of Financial Intermediaries: Provides economic analysis related to the regulation of broker-dealers, clearing agencies, and NRSROs.
4. Office of Litigation Economics: Provides economic analysis in the context of SEC enforcement actions.
5. Office of Markets 1: Provides economic analysis, including market microstructure, related to the regulation of trading in financial markets.
6. Office of Markets 2: Provides economic analysis, including market microstructure, related to the regulation of trading in financial markets.
7. Office of Economic Statistics: Provides statistical analysis in rulemaking economic analyses in corporate finance, financial intermediaries, and asset management, and produces statistical reports to stakeholders across the agency.
8. Office of Risk Assessment: Provides financial and risk modeling expertise to other offices and divisions to support supervisory, surveillance, and investigative programs related to corporate issuers, broker-dealers, investment advisers, OTCs, exchanges, and trading platforms.

Mission Statement

DERA advances the Commission's mission to protect investors, maintain fair, orderly, and efficient markets, and facilitate capital formation through sound economic analysis and rigorous data analytics. DERA engages across the entire range of the agency's functions, including rulemaking, examination, and enforcement. Its multi-disciplinary analyses are informed by research insights, and they rely on the knowledge of institutions and practices when examining regulatory and risk-related matters. DERA assists the Commission in its efforts to identify, analyze, and respond to economic and market issues, including those related to new financial products, investment and trading strategies, systemic risk, and fraud. DERA's data analytics work develops a variety of financial and market data analysis tools, gathers economic statistics, and promotes data standards.

b. Education: A bachelor's degree or higher (Ph.D. preferred) from an accredited university or college with a major in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, calculus, or a combination of education and experience including courses equivalent to a major in economics plus appropriate experience and additional education.
c. Specialized Experience: In addition to the Basic Requirements above, applicants must also possess experience in (1) authoring economics or finance analyses that provide evidence of knowledge of current advanced economic theories and research techniques and are of comparable quality to those in peer-reviewed finance and economics journals, and (2) the application of economics as demonstrated in at least one three ways: (a) experience performing analyses that evaluate the economic effects, such as benefits and costs, of policies and rules on markets and their participants; (b) experience with quantifying economic effects, such as harm or ill-gotten gains, in the context of litigation economics; and/or (c) experience performing analyses that assess risks in economic or financial markets, including conduct, market or systemic risk;

Qualifying experience may have been obtained in the public or private sector, including faculty appointments at academic institutions, positions in economic and financial consulting firms, and certain staff positions at U.S. financial regulators.
3.
