Do experts really know better?
Funding decisions from NIH review committees, by future citation count (a measure of quality that isn't available to reviewers when they award funds). Reviewers who worked in closely related fields and had cited applicants' work (green) seemed to have a better sense of which projects were most promising, as indicated by the steeper slope of the green line.
