I teach regulation in a business school. I used to use the Breyer book and the Viscusi et al book (now in 4th ed. I think), but I've been using my own notes in the past few years, and may turn that into a book. I've seen the Robert Baldwin et al book but it's not technical enough. Does anybody have any other suggestions? I want to cover  market failure, administrative law, government failure with lots of attention to surplus analysis, antitrust, product quality, pollution,  and  natural monopoly. Currently I also cover sustainability (recycling, national parks, nonrenewable resources), labor regulation, taxes, value of life, and telecom, but I could drop those. I'd like something with graphs and equations, but not far removed from what students have seen in intermediate micro.
