The Independent Budget Office, a nonpartisan NYC agency, seeks an experienced economist with a keen interest in public policy for a new position conducting evaluations of economic development tax expenditures. Background in public finance, urban economics, and/or tax policy analysis strongly preferred. Ongoing responsibilities include collaborating with the City Council and executive agencies to identify the tax expenditure(s) to evaluate each year, design and lead the analysis, and prepare the evaluation reports.

Advanced degree in Economics, Public Policy, or related fields or equivalent work experience is preferred. Experience in an applied research organization and writing for a policy-oriented audience a plus.

Candidates should be detail-oriented and able to demonstrate skill in economic research and policy analysis and have experience presenting results of complex analysis clearly to a variety of audiences. Commitment to impartial and independent research is essential. Must be comfortable collaborating with other IBO staff, juggling multiple tasks, and interacting with a variety of stakeholders. Ability to take initiative and meet deadlines is critical.

NYC residency required for candidates with less than two years of city service; others may reside in nearby NY Counties. Foreign nationals must have a valid permanent resident card or renewable work permit.
