The Public Service Commission of the District of Columbia (Commission), a leading utility regulatory agency is seeking a talented Chief, Office of Economics (OE), with extensive utility or regulatory experience, who can make a professional difference in the Nation’s Capital. As a team leader within the Commission staff, you will be involved in a challenging variety of utility regulatory cases and initiatives. This position reports to the Director, Office Technical and Regulatory Analysis, and OE members work closely with other technical staff teams involved in finance and accounting, engineering, as well as compliance and enforcement matters. In addition, the Chief of OE consults regularly with members of the Office of the General Counsel and the Commissioners.
In this role, you will have an opportunity to interface with key stakeholders from federal and state agencies, including staff members with other state utility commissions, FERC and the federal DOE. Additionally, you will interface with other regulatory bodies, including NARUC, OPSI, PJM, as well as utility executives and professionals. The successful candidate will be responsible for a full range of managerial duties over economic analysis activities. The Chief of OE supervises a current staff of six economists, including two environmental economists. The ideal candidate provides expert advice to the Commission on economic issues for both electric and gas investor-owned utilities, as well as certain telephone utility services. The Chief of OE, reviews documents filed in formal proceedings including testimony, briefs, commission orders, motions, public notices, rulemakings, and other reports.
The Chief of OE serves as case manager in a variety of formal cases and rulemakings, and works closely with the OTRA Director, other OTRA Chiefs, and members of the Commission’s Office of General Counsel. The Chief of OE also attends Commission hearings, public meetings, and a myriad of stakeholder working groups and technical conferences. Additionally, the Chief of OE, is very involved in key Commission initiatives, cases, and rulemakings, regarding clean renewable energy, climate goals and utility GHG emission metrics reporting, grid modernization and DER deployment, as well as the District’s RPS program. The Office of Economics also reviews and processes RPS facility certification applications on a daily basis.

Graduation from an accredited college or university with a master’s degree in economics or related areas is preferred. Ten years of total professional economic experience in a utility or state/federal regulatory environment is preferred. Experience in environmental economics, distributed energy resources (DERs), small generator interconnection standards and renewable energy programs, utility climate and clean energy plans, grid modernization, and utility rate cases is preferred. Proven supervisory and project management experience is required.
