The primary mission of the New York State Department of Public Service (DPS or Department) is to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State’s residential and business consumers, while protecting the natural environment. The Department also seeks to stimulate effective competitive markets for clean, renewable, and distributed energy resources that benefit New York consumers, as well as product and service innovations.

The Director Public Service Programs (Director) will serve as the Director of the Office of Regulatory Economics (Office) at the NYS Department of Public Service, which consists of professional economists and support staff who provide economic and statistical analysis of existing and proposed regulatory policies as an input to the Commission’s decision-making process. Among the Office’s primary responsibilities are the development of market rules and market design changes required to implement the State’s carbon reduction and distributed energy resources goals, as well as the analysis of economic and antitrust issues associated with establishing effective competition in markets for electric, gas, and telecommunications services.
