Your New Role – Chief Economist!

This position serves as the Chief Economist and the director and administrator of the Office of Economic Analysis (OEA). It serves as subject matter expert to the Governor, Director of the Department of Administrative Services, and the Legislature. It is responsible for overseeing and ensuring that state forecasts are objective, credible, non-partisan, and confirm with analytical best practices. This position is responsible for maintaining the credibility of the Office with state agencies, the Legislature, the media, and the general public, through the use of forecast advisory meetings, public testimony, and clear verbal and written communication.

The Office of Economic Analysis (OEA) is the state’s primary forecasting unit. It is responsible for developing and interpreting forecasts and assessing their implications for state budgeting and strategic planning decisions. OEA works at the highest levels of state government in planning and policy development and represents the Governor’s Office and Executive branch of state government internally, to special interest groups, the public media, and the Legislature.

The Office is responsible for providing objective and credible forecasts for the General Fund, Lottery Funds, Activity Tax, Recreational Marijuana tax, Cigarette and Tobacco taxes, and Psilocybin retail sales tax. The Office is also responsible for Oregon’s population and demographic forecasts, as well as forecasting Corrections population, Oregon Youth Authority population, Public Defense caseloads, and calculating the public savings from Ballot Measure 110 (2020).

OEA tracks demographic data and rends across race, ethnicity, and regions of the state. The Office also produces the Housing Needs Analysis, the Other Funds Report, manages the Highway Coast Allocation Study, and forecasts the supply of Clean Fuels. OEA is also responsible for the determination of the “kicker” and certifies several programs including Gain Share, Regionally Significant Industrial Sites, the annual rent stabilization threshold, and transfer amounts for PERS UAL out of estate taxes and capital gains. The functions of the Office result in a high degree of public visibility through press releases, social media, legislative hearings, bond sales and public addresses. The Office of Economic Analysis consists of the Director (Chief Economist), 3 Senior Economists, and one Senior Demographic Analyst.

Minimum Qualifications Required:

A master's degree in economics or a related field and eight years’ experience doing economic research or econometric forecasting and four years management or supervisory experience;

or

A Ph.D. in economics or a related field and five years’ experience doing economic research and four years management or supervisory experience;

or

An equivalent combination of education, training, and experience.

Strong public presentation and management skills.

Experience with and understanding of state finances and tax systems.

Experience collaborating and working with a wide range of clients, partners, and stakeholders.

Strong public relations skills: excellent listening, verbal and written communication skills with the desire to understand the public’s needs; and the ability to reach a wide variety of audiences at varying stages of awareness and commitment. Credibility and sound work are critical to the forecast process.

Experience promoting and fostering a diverse and discrimination/harassment-free workplace; establishing and maintaining professional and collaborative working relationships with all contacts; contributing to a positive, respectful and productive work environment;

Ability to maintain regular and punctual attendance; perform all duties in a safe manner; and comply with all policies and procedures.

Solid program evaluation and design skills to utilize data collection and metrics to effectively demonstrate quality improvement outcomes and ensure accountability.
