The Council of Economic Advisers (CEA), within the Executive Office of the President, seeks a Health Economist to serve as the Council's senior economist for health on a one-year assignment. CEA provides the President with objective economic analysis and advice across domestic and international economic policy and prepares the annual Economic Report of the President.

The economist will design and conduct original economic analysis on healthcare policy — including healthcare financing, Medicare and Medicaid, insurance markets, pharmaceutical pricing and innovation, provider competition, and public health — and translate that analysis into concise, decision-ready advice for the Chairman, the Members, and the President's senior policy advisors and councils.

A defining focus of the position is the economics of the essential-medicines supply chain: assessing options to reshore production to the United States and friend-shore it to allied and partner nations for active pharmaceutical ingredients (APIs), key starting materials (KSMs), and critical medical products; reducing dependence on concentrated or geographically vulnerable foreign sources; and sustaining domestic manufacturing capacity, private investment, and the sector's technological and intellectual-property leadership. Relevant tools include production and investment incentives, procurement and trade measures, and Defense Production Act and related industrial-base authorities.

The position also involves reviewing regulatory impact analyses and cost estimates from health agencies, representing CEA in interagency policy development, and contributing healthcare content to the Economic Report of the President.

Qualifications
Ph.D. in economics or a closely related field (or equivalent research and policy experience); demonstrated expertise in health economics and applied microeconomics/econometrics; strong knowledge of the U.S. healthcare system, with an advantage for candidates versed in supply-chain, industrial-organization, or trade policy; and the ability to communicate rigorous analysis clearly to senior non-economist policymakers under tight deadlines. U.S. citizenship and a favorable background investigation are required.

This is a full-time, nonacademic position based in Washington, DC.
