Full Text of JOE Listing:

The Council of Economic Advisers (CEA) seeks a Senior Economist in labor economics for a one-year appointment beginning as soon as possible, with the possibility of extension.

CEA was established by the Employment Act of 1946 to provide the President with objective economic analysis and advice. Senior Economists are the core of the Council's professional staff. Each holds a substantive portfolio, writes directly for the Council's Members, and represents CEA in the interagency policy process.

The labor portfolio typically includes:
Assessment of labor market conditions, including pre-release review of BLS data and preparation of materials briefing the President and senior White House staff on the monthly Employment Situation report
The labor market components of the Administration's macroeconomic forecast — employment, unemployment, participation, hours, compensation, and productivity — developed jointly with Treasury and OMB
Authorship of chapters and original analysis for the Economic Report of the President
Policy analysis and interagency representation on labor supply, immigration and the workforce, education and training, unemployment insurance, occupational licensing, labor standards, and care infrastructure
Review of proposed regulations and legislative proposals with material labor market consequences
Representation of the United States in international fora, including OECD working parties

Qualifications
PhD in economics or a closely related field, ideally with an established research record in labor economics. Strong applied econometric skills, facility with large survey and administrative microdata, and the ability to produce rigorous analysis on short deadlines and explain it clearly to non-economists. Tenured and tenure-track faculty on leave and economists at research institutions are especially encouraged to apply; CEA has a long tradition of one-year appointments of this kind, and prior CEA service is common among leading labor economists.

CEA's usefulness to the President rests on the quality and integrity of its analysis, and the Council's work is held to professional research standards.

Conditions of Employment
U.S. citizenship; favorable background investigation; financial disclosure and compliance with executive branch ethics rules, which may require divestiture or recusal from consulting and other outside activities. Position is located in Washington, DC and is not remote-eligible.
